A detailed Inventory has always been required however with changes in legislation the spotlight is now firmly on the inventory and check in and check out processes.

The annual financial report released by the The Dispute Service (TDS) in 2007-2008 reported that 524 tenancies ended in dispute. The same report for 2010-2011 has seen those numbers increase to a staggering 13,544, reinforcing the need to employ the services of a Professional Independent Inventory Company.

Michael Morgan, Head of Adjudication and Independent Case examiner of TDS commented;
“Clearly, the best way to demonstrate that the property has deteriorated over the course of the tenancy is through the submission of a Professional comprehensive check in and check out inventory, supported with an invoice or estimate from a cleaning company. Despite this, some landlords are still choosing not to present these essential documents when making a claim from the tenant’s deposit”

All disputes are dealt with by an independent Case Examiner (ICE) who will provide their decision based on factual evidence by a Professional Inventory Company. In the absence of an Inventory & Check in and Check Out report it will be impossible for the ICE to determine if the property has been damaged by the tenant during the tenancy.
